Edmond Shipway successfully completed the redevelopment of the Quadrangle at the Grade I listed Foreign, Commonwealth & Development Office in Westminster, located adjacent to Downing Street.

The project involved a complete redesign of the existing courtyard, which now includes power and lighting installations for everyday use and formal events, Electric Vehicle charging points, and irrigation systems to enhance the longevity of the new soft landscaping and planting.

Appointed as Cost Consultants at the project’s inception, providing early-stage cost advice and planning services, which included a series of option appraisals and value management exercises. Following that, we managed the procurement process for selecting the Main Contractor, preparing tender documents, conducting interviews, and handling reports and contract documentation. Our services also encompassed post-contract cost control to ensure the project was delivered within budget and to secure final account agreement with the Contractor.

This project faced considerable challenges throughout the design and construction phases, involving numerous stakeholders. Thanks to the collaborative approach of the design team and professional consultants, the project was successfully completed and received positive feedback from both the Client and users of the KCS building. This landmark project will play a key role in significant ceremonial events attended by VIPs and will frequently be showcased in televised coverage featuring the iconic flyover of Downing Street.
